| Abstract: | Actually, foreign businessmen merging and purchasing state- owned enterprises and state-owned enterprises making "grafting" transformation by using foreign investment are two sides to one question. Although their starting points are different, they all objectively have some effects on accelerating technological transformation and structural adjustment, and promoting the shift of state enterprises operational mechanism.
