Abstract:Environmental problems have long been considered as occurring on a restricted spatial scale. Consequently, economic research has long been concentrated on local dimensions of pollution and resource use. In the 1960s this resulted in a focus on the local air and water pollution. During the next decade, awareness of the importance of environmental problems increased and gave rise to the development of tools for environmental policy analysis. In the 1980s, a widespread concern for global issues emerged.
