Abstract:The characteristics of China's macro policy in 1995 were: implementing "appropriately-tight" financial and monetary policies, promoting the reform of state-owned enterprises and adjusting the policy on tax refund in foreign trade. The problems existing in the economic work in 1996 are as follows: (1)The general level of prices is still higher. (2)As the state enterprises have increased production and expanded marketing without increased profits, there are difficulties in production and business. (3)The foundation of agriculture is unstable. (4)The balance between the total demand and total supply is unsteady due to the great pressure of the total ballooning demand. So for the macro control in 1996, "two shifts", that is, the shift of economic system and that of growth mode, should be grasped.
