Abstract:The debate on trade and competition policy, which has been gathering force during the past several years, is very broad and wide-ranging, potentially affecting both government and private business practices across a wide spectrum of activities. One relatively constant component of this debate, whether as a self-contained subject or as an integrated part of some much broader proposed scheme, is anti-dumping. Few if any areas of trade policy are the target of more intense dislike among competition theorists, because of these theories' general view that anti-dumping is per se anti-competitive.
