Abstract: | As part of an omnibus bill (H.R.9) passed by the US House of Representatives on Marcg3, 1995, government agencies proposing certain federal regulations designed to protect human health, safety, or the environment would be required to support them by appropriate benefit-cost analysis. According to the bill, proposed regulations must include "reasonable alternative strategies" for achieving their goals. For each of these strategies, the proposal would be required to present an "analysis of the incremental costs and incremental risk reduction or other benefits associated with each strategy". |
