| Abstract: | Decided by the wide gap between the eastern and western area in productivity , the gap in the return of capital will lead to the "outflow" of valuable production factors in the western area. The present regional economic pattern has influenced, to a great extent, the western area's level and capability of capital accumulation. The pattern of vertical industrial division of work between the eastern and western area has restricted, to a great extent, the healthy development of the industries in the western area.
