Abstract:The core of the reform of state-owned enterprises is to define clearly property rights. Without clear-defined property rights, you can't begin to talk about the main body of market economy and micro foundation. To have a good market economic order is also an empty talk. The object of the reform is the government and its goal is the marketing of the economic relationship between the state and enterprises. This is a quantitative revolution with an aim at quantity the various economic relations. Without such a revolution, the socialist system can not be perfect and its superiority's can not be brought into full play.
