Abstract:Central Europe's governments have been trying to target tax and benefit systems towards the poor. But the middle class is trying to grab state help for itself. Among the many disaster scenarios for Central Europe at the start of transition was that the new poor would rise up in protest and destroy the emerging market economies. It hasn't happened. Central Europe has been remarkably peaceable, using ballot boxes rather than riots to push for change.
