Abstract:The big flood in 1998 has sounded a warning against the abnormal relationship between man and nature. We should strengthen mature calamity-forecasting study and attach importance to the ecological development like conserving water and preventing soil erosion, otherwise we would be punished by the natural world. Taking comprehensive measures for bringing flood under control means the following: rebuilding our homeland after flood under the guidance of sustainable development strategy; making a comprehensive plan on land and carrying out comprehensive improvement; strengthening the comprehensive improvement of Yangtze River Valley; "Diverting flood on our own initiative" to reduce the total economic losses caused by flood; practising risk management of natural calamity.
