| Abstract: | To increase consumption and investment demand, China should take the following financial measures: strengthening the state's financial strength as soon as possible to enhance the social demand-regulating and controlling capability of finance; adjusting and optimizing the structure of expenditure; lightening peasants' and enterprises' non-tax burden so as to promote the increase of consumption and investment; establishing a standardized inter-governmental transfer payment system; formulating and implementing active and cautious countermeasures towards national debt; bringing into full play the guiding and incentive role of financial economic levers in increasing demand. |
