| Abstract: | Factors such as development resource, cost structure, learning effect, cooperation effect and deep customer groove-in determine that the mechanics of increasing return play an important role in the development of information industry. Likewise, signs of typical characteristics of the market such as monopoly, path-dependence and lock-in are evident. Therefore, policy selection by the government and strategic decision of the enterprises should be adapted accordingly. |
