| Abstract: | The current practice of interest rate in China has the following characteristics: 1) the non-market principle of interest rate formation mechanism and the administrative principle of management system;2)The level of interest rate is still too low; 3)The structure of interest rate is not national yet. To rationalize interest rate, the fundamental action is to establish rational property rights system. Concrete steps should be taken to decentralize the property ownership based upon clear definition of property rights, upon which to transfer the enterprises and banks to the owner of independent property who truly possess the same or have true property rights in their hands and become the legal enterprises who are responsible for their own decisions and their own profit and loss. |
