| Abstract: | In this study, a framework is developed for testing discrete complementarities in innovation (hereafter as: inn.) policy using European data on obstacles to inn. This study's test is applied to two types of inn. decisions: to innovate or not, and if so, by how much. It is found that the evidence regarding the existence of complementarity in inn. policies depends on the phase of inn. that is targeted as well as on the particular pair of policies that is being considered. The two phases of the inn. process, that is, the probability of becoming an innovator and the intensity of inn. are subject to different constraints. |
