Abstract:This study deals with the role of oil and gas in the making of Kazakhstan's (here as: K.) foreign policy (as: frn-pol.), arguing that K. has been following a multi-vector frn-pol. in relation to its oil-led development and the geopolitics (as: g-pol.) of exporting oil from the region. A limited role for national identity and internal pol. dynamics in K.' frn-pol. are allowed due to the significance of g-pol. considerations and the resulting pragmatism of K.'s leadership. The g-pol. imperatives force K. to keep good relations with Russia and China, and also with the U.S. and the EU, as counterbalancing partners.
