Abstract:There are several reasons e.g. investment cost, productivity loss and lack of financial incentives, for low adoption of health information systems (hereafter as HIS) like electronic medical records (hereafter as EMRs) within small physician practices. This article uses theoretic perspective of organizational learning in a survey of small physician practices to gain a better understanding of why some small practices assimilate EMRs despite of these challenges. The evaluation of characters associated with organizational learning barriers that are related to ERM assimilation revealed that learning-related scale, related knowledge and diversity have positive association to the stage of assimilation of ERM technology. Some practices will need support to attain adequate learning capacity to adopt HIS.
