Abstract: | This research paper investigates small trade and service businesses which participated in a coaching project of the Ministry of Industry, Trade and Labor in Israel. It aims to evaluate the impact of public assistance programs on these kind of firms. A multi-dimensional framework was generated and used for assessing performance of these organizations, using two models: a direct model (path analysis) and a Structural Equation Model (SEM). The public assistance model included five dimensions of measurement and specified three entities of the program: the program (qualitative elements), the client and the program-client interaction. Except for client implementation, all other four dimensions had a notable effect on business performance. |
