Abstract:Assessment of costs of US export controls for American firms and business policies to minimize their adverse effects. The main data source is original field research among businessmen and European and US government officials. The study argues that export control costs are higher than government estimates. It quotes as a concrete example the l982 Soviet gas pipeline and recommends a strategy of urging compensation schemes or legislative changes from the executive branch of government to offset losses caused by export controls. In addition to Tables on economic sanctions and export controls, the author opines that such controls are detrimental to American companies.
