Abstract:The ethical aspects of administrative rule making examined with the specific purpose of explicating the "metarules" for rule construction and enforcement. The aim is to provide a clearer understanding of how administrators make exceptions to rules when those exceptions are justified. Somewhere between wide-eyed idiosyncratic behavior and myopic dogmatism is the moral ground of administrative judgement, which requires simultaneous "looseness and tightness" regarding organizing human effort. Implications for decision making are discussed.
