Abstract: | The new science and technology policy priorities of the USA government are overviewed: 1. modifications in the organization and funding of civilian research programs improve the ability of USA firms to realize the commercial profit resulting from successful innovations; 2. defense research funding is being used to support advances in civilian technologies. The increased importance of these issues for foreign governments have elevated their rank within trade policy. The implications of these developments for the international competitiveness of USA firms are examined. The trade-liberalizing objectives of USA trade policy are also considered. Some of the new policy initiatives are assessed. |
