Abstract:Geographic monopolies might seem to constitute a major obstacle to exchanges. Within this perspective, the opening up of networks would be expected to make an increase in exchanges possible. But, given the specific nature of the electricity industry's overall cost efficiency functions, the validity of the assumptions underlying this open access view is more apparent than real. It is argued that several specifics of the electrical supply industry question this simple approach to the transmission monopoly. In fact, the combination of the obligation to supply, the non-stockability of the electricity and the highly capital intensiveness of each segment have incited firms to look for vertical integration or proximate contractual forms.
