| Abstract: | Much more has been written about the significance of new information and communications technology and its potential for bringing about changes than about the results that can be observed in practice. The article focuses attention not only on the changes in communications behaviour that are possible in theory, but also on empirical results. The issue is not only one of value judgements (the curse or blessing of technology) but also of understanding (the effects of technology). |
