Abstract: | The acquisition of applications software has profound implications for quality of service delivery, and is thus too important strategically to be left data-processing or MIS personnel. Software as process technology is characterized. A number of ways in which management can facilitate software procurement to improve the performance of service-delivery systems are outlined. Suggestions for designing mission-critical software, assessing the service mission, identifying key operational objectives, avoiding unnecessary bells and whistles, securing the participation of operations personnel, limiting the role of "experts" are made. |
