Abstract:The extent of pollution in the Soviet Union is larger than expected earlier. Its reduction is also in the interest of the West (see Chernobyl). The West should give help, but grants should be confined to exceptional cases. Loans should be granted to combined economic- ecological modernization projects, which improve efficiency. The West should ease the transfer of anti-pollution technologies.
