Abstract:A number of explanations of recent government policy initiatives toward multinational firms are evaluated. Recent worldwide trend towards liberalization of government legislation restricting inward foreign direct investment is documented. Potential explanations of these changes are considered, and some available evidence bearing upon the relevance of these explanations is evaluated. A statistical analysis focusing upon the adoption of formal screening procedures for inward direct investment is presented. It is concluded that recent government behaviour appears to reflect both cyclical and secular influences including developments in the international trade environment.
