Abstract: | To main relevant and vibrant, public research institutes must rethink and redefine their mission and roles to be relevant to the national needs and be able to contribute to the region's competitiveness in the face of increasing global competition. This can be done through a systematic and effective technology transfer process. This study proposes a conceptual framework for business process re-engineering of a research institute based on the concepts of framing the technological tasks and their dynamic upward shifts from applied research to user acceptance and implementation and to eventual commercial success. The study proposes the soft systems methodology using root definition as an integral part of the overall framework for planning future re-engineering initiatives at project and organizational levels. |
