Abstract:In this paper, an analysis of the interaction of human capital (henceforth as: h-c.) investment and the development of social and political institutions is presented. It is found that h-c. matters - for growth through its quality dimension, for distributional conflict by raising political aspirations. However, h-c. does not stand alone either. The level of economic development matters, distributional conflict and the rights dispensation can come to influence h-c. investment decisions in their own right. Social, h-c., political as well as economic dimensions are concisely intangled in webs of association.
