Abstract:Figures on the suppressed buying power in the Soviet Union are presented. Soviet and Western economists alike regard mounting consumer frustration as one of the most serious threats to the perestroika programme of reforms. Evidence of "forced" savings is presented. Time series data of Soviet consumer goods output show a gradual decline from 1985 to 1989. An assessment of consumer prices and pricing policies is provided. Some inflationary pressures are identified. A two-tier shopping system for metropolitan areas and provinces is another piece of evidence regarding the inefficiency of consumer markets in the USSR. Three different scenarios for 1986-2000 are offered. Imports from Western countries are considered.
