Abstract:In this paper, we analyze the impact of being given an NIH grant on subsequent publications and citations. The sample is composed of all applications, unsuccessful as well as successful, to the NIH from 1980 to 2000 for standard research grants (R01s). Both OLS and IV estimates imply that the receipt of an NIH research grant (worth roughly $1.7 million) results in only one additional publication in the next five years, which is equivalent to a 7% increase. The limited effect of NIH grants is consistent with a model where the research funding market is competitive, so that the unsuccessful grant application simply causes researchers to shift to another funding source.
