Abstract:The rate of growth in industrial spending in the USA has slowed and investment of other countries in R&D is increasing. A National Science Board Committee was established to examine, report on, and make recommendations addressing the problems threatening USA technology leadership. The Committee identified five major categories and six to ten factors that are responsible for the erosion in USA technology leadership. In the survey responses the greatest emphasis was placed on "short time horizons" and "management by the numbers rather than by strategic vision". The need for financial incentives to induce management to adopt a longer-term perspective was also mentioned.
