Abstract:Arguments are presented that the member states in the EC have conflicting goals regarding the monetary union. Some of them are seeking stability and more effective allocation of productive resources, others pursue the reduction of unemployment and a more statisfactory social policy. Three different ways can be chosen to solve the most important goal conflicts: 1. a fixed nominal rate of echange; 2. a unified monetary policy in the framework of a monetary union; 3. using flexible rates of exchange between broader predetermined limits. It is shown the third option is the most beneficial, because this one could contribute mostly to the development of the markets of goods and factors.
