Abstract: | This article addresses the role of the formal institutions in establishing the ability to secure the resource rent obtained from fishery and forest resources. It discusses how changes in formal property rights can contribute to an understanding of the crisis in the Russian forestry sector. The authors' research strategy was to compare the formal property rights introduced in two resource-based sectors during the transition period. The forest sector and the cod fishery sector in the Barents Sea. One reason was the need to discuss the problems of transition not only as shaped by the Soviet period but also as part of political decision making in the 1990s. |
