Abstract:The article is divided into five sections following this introduction. Section II provides an overview of the national, regional and international rules applicable in the area of government procurement. This is followed in Section III by the explanation of the reasons for the reluctance of developing countries to accede to the WTO Agreement on Government Procurement (GPA). Next Section provides an analysis of the perceived benefits that would accrue if an agreement on transparency in government procurement were to be adopted in WTO and of the factors which may impinge on their realization. Section VI deals with the problems that the developing countries may face in applying the rules of such an Agreement and makes some suggestions as to the steps that could be taken to find solutions to these problems.
