Abstract:The author states that the air transport industry is headed toward an intensely competitive future when commercial aviation follows trends of liberalization through privatization, mergers and alliances of airlines. This article analyses the issues pertaining to competition and liberalization of trade in aviation-related services. The author concludes saying that seemingly impossible situation, ICAO has devised a pro-active approach based on making the "principal place of business" and "permanent residence" of the carrier the operative criteria for purposes of devolution of control. Both the United States and Member States of the European Union have protected their domestic markets from external operators by preserving these markets for their flag carriers.
