That's the message that emerged fro the Communist Party's congress, where military and security figures gained ground."Leadership without control is tantamount to no leadership". That pithy sentence was buried near the end of a draft policy blueprint issued by Vietnam's ruling Communist Party in April. It should have been the title; nothing else in the jargon-filled report encapsulates the prevailing political mood so clearly. |
