Abstract:Economic behavior of Japanese firms is deeply rooted in traditional cultural values. One is "giri", the establishment of social relations by gifts. In a "gift-giving society" price elasticities of demand will tend to be lower than in a utilitarian Western society. The other is "fukoku kyohei", the primacy of the state. Industry serves to increase the growth of the State, and the state has the obligation to further industry to serve this national goal. Low price elasticity of demand leads to high profits, and the primacy of the state favours risk sharing between enterprises and the State. Both factors lead to a low discount rate and thus to a high propensity to take risks in innovation and investment.
