Abstract: | Two contentious proposals that contributed to the failure to launch a new round of trade liberalisation discussions at the 1999 Seattle WTO Ministerial meeting involved the inclusion of labour and environmental standards agreements as part of the framework of the WTO. In the US, fast-track authority to negotiate free trade agreements has also been held up, in part, because of disagreement on the inclusion of these same types of standards. This paper will consider the arguments made by both supporters and opponents of labour and environmental standards agreements and identify the type of fairness principles that are applied. The paper will show that both sides can apply reasonable notions of fairness to justify their policy positions. |
