| Abstract: | Using a large employer-employee matched dataset, this paper examines the effects of variable enforcement of German dismissal protection (hereafter as: d-prtn.) legislation on the employment dynamics in small establishments (here as: s-estbms). Through a difference-in-differences approach, the effect of changes in the threshold scale exempting s-estbms. from d-prtn. provisions on worker flows is explored. In contrast to the predictions of the theory, it is indicated that there are no statistically significant effects of d-prtn. legislation on worker turnover. |
