| Abstract: | Making the European Union the world's most competitive and dynamic knowledge-based economy - the strategic goal agreed by Heads of State and Government at the special European Council held in Lisbon in March -informed action on a number of fronts during the year. Beyond the Lisbon agenda, reforms agreed as part of Agenda 2000 were implemented with respect to finance, regional policy, and agriculture, and major initiatives were launched in food safety and environmental policy. |
