Abstract:This paper think that "circle" is a phenomenon of organizational culture in view of the following four basic hypotheses: 1. "pyramid-type organizational cultural tradition" would almost inevitably derived "circle culture" in organizations. 2. The existence of "circle culture" will certainly produce negative influence on the system culture of organizations. 3. The larger the scale of organizations, the more the levels, the greater the demands of top leaders of organizations for "circle" are. 4. "circle" is an organizational phenomenon between formal organizations and informal ones. The author first puts forward the proposition of "circle culture" and verifies theoretically the organizational reasons for "circle culture" and its influence on enterprises organizational system and regulations.
