Abstract:Internet traffic pricing is necessary for the vitality of electronic commerce because uncontolled congestion creates a detrimental effect on quality of the Internet services. Pricing approaches based on negative externality have potential to address the issue of congestion. However, most externality-based pricing approaches require the knowledge of consumers' private demand characteristics, and this requirement is often pointed out as the single most important shortcoming of these mechanisms.
