Abstract:The article investigates whether there exists a glass ceiling, i.e. barriers preventing women from entering management positions, in Norwegian state bureaucracy. Using a questionnaire, it is found that female employees are treated equally with male employees in state bureaucracy. They are respected equally, encouraged to apply for the same positions, and are as work oriented and ambitious as their male colleagues. These findings indicate that no glass ceiling exists inside the organizations. Women, however, seem to apply for the management positions less than men. The tendency of women to anticipate discrimination might be the reason for this.
