| Abstract: | The Maastricht Treaty placed environmental protection at the centre of the new European Union. Article 2 states that the Union should aim for "sustainable and non-inflationary growth respecting the environment". Maastricht also reinforced the treaty commitment contained in the 1987 Single Act to integrate environmental factors into design and implementation of other EU policies and programmes. The need for this integration was based on a growing recognition that some of the EC's major spending programmes were having serious environmental side-effects. |
