| Abstract: | The German presidency of the European Union has not been a spectacular one. But the Bonn government has been using its six months in the chair to put foreign policy issues at the top of the Union agenda. Its first priority is to prepare the way for the entry into the EU of the transition countries of central and eastern Europe. This will be one of the principal topics of the Essen summit on December 9-10. |
