Abstract: | The author uses historical data on Arctic exploration to examine the relative efficiencies of public and private initiative, support, and control. Anecdotal evidence indicates that privately funded expeditions achieved most of the major Arctic prizes, whereas publicly funded expeditions constitute the greatest tragedies. |
