Abstract:In the 1980s the population of elephants in Africa halved in eight years from 1.2 million to just over 600,000. As the elephant's decline has been largely attributed to illegal harvesting of elephants for the international ivory trade, in October 1989 signatories to the Convention on International Trade of Endangered Species voted for indefinite ban in all trade in elephant products. The ban provides an interesting study in the use of trade policy instruments to achieve an environmental objective. Two important issues emerge: are trade policy interventions the appropriate instruments for achieving environmental goals, and if trade interventions are justified, what is the optimal instrument for achieving this goal?
