| Abstract: | As the territory's return to China enters its climatic phase, a clear front-runner has emerged in the search for a future chief executive. For Hong Kong, 1996 is the Year of Decision. Before it is over, the territory will know who its first post-1997 chief executive will be and what kind of institutions China will set up to replace its current legislature and government advisory bodies. It will also understand more precisely how Beijing intends to conduct the always delicate two-way relationship. Luckily for Hong Kong, 1996 began on a positive note. |
