Abstract:Great achievement have been made in the development of infrastructure facilities and public utilities in Hong Kong. Its transport network composed of three-dimensional highways and good-quality and speedy railways has been formed. Hong Kong has become one of the major sea and air ports in the world. Besides, the systems of drainage and environmental protection have been perfected with each passing day. The forms of investment management of Hong Kong's infrastructure facilities are as follow: 1. The government invests in them and conducts indirect charge management and non-enterprise operation. 2. The government invests in them, and operates and manages them by a legal entity according to the commercial principle. 3. The private institutions invest in them and are in charge of operation.
