Abstract:In Hong Kong the average annul quantity of housing needed in the next 10 years is 80,000 units. In 1977 the Hong Kong Housing Committee presented a plan, allowing private organizations to participate in the residential construction. For the private development traders this plan can bring them huge profits, make them more effectively coordinate their human resources, machinery and materials supply and guarantee the construction quality, control the construction cost and schedule. The Hong Kong Housing Committee will, at the fixed price, purchase back the dwelling houses built by them according to the housing construction plan. The development traders can get their expected profit with almost no risk.
