| Abstract: | Nguyen Ba Du taps his pointer along a wooden map of Haiphong, northern Vietnam's once-bustling port city. Here in a patch of dark purple will rise the new Nomura-Haiphong Industrial Zone; there to the right in lavender may be an extension some day. Farther east lies a swampy peninsula, parts of which are submerged for half the year. But on it rest more grand plans for a port and industrial zone. Du, chairman of Haiphong's industrialzone authority, wields his stick as if it were a magic wand, willing petrochemical plants and shipyards into their designated places. |
