Abstract:Recent concern centres on electronics and information technology skill shortages damaging UKs competitive performance. Traditional craft and even catering occupations are concerned too. Shortage studies in the 1950s and 1960s adopted the so-called "manpower requirement approach" (MRA). The lessons of previous research. Neither the simple MRA nor the pure economic approach is adequate,particularly when conclusions of policy relevance are desired. Several methodological issues emerge in view of defining "shortage",qualitative aspects of shortage,forecasting methods, "training-soluble" aspects,estimating costs of shortage,responses to shortage and occupational classification.
